Applicants are prioritized using the WAP prioritization system
📌 There is a Request for Service List for this program. Referred applicants are added to this list, they will be contacted to complete the application process for the program when their name comes up on the list.
LOW INCOME HOME ENERGY ASSISTANCE PROGRAM (LIHEAP) CRISIS PROGRAM

Must receive LIHEAP Fuel Assistance

County Assistant Offices in Clearfield and Centre counties determine income eligibility set at 150% of the Federal Poverty Income Guidelines

Customers in Clearfield County need to contact Clearfield CAO @ 814-765-0684 or 800-862-8941

Customers in Centre County need to contact Centre County CAO @ 814-861-1963 or 866-452-6152
-
Measures under the LIHEAP Crisis Program include:
- Repair of heating systems
- Repair of fuel lines
- Replace unrepairable heating systems
- Loan of auxiliary heaters
📌 This program is open during the LIHEAP Fuel Assistance Program (generally November 1st through April 15th, though this timeframe may vary).
PENELEC AND WEST PENN POWER WARM PROGRAMS

Residents in Penelec or West Penn Power’s Electric territories

Homeowners and Renters
-
Applicant must reside in home at least six (6) months prior to receiving WARM
-
Income guidelines are set using 200% Federal Poverty Income Guidelines
-
Minimum of 6,500 kWh history in the past twelve (12) months, or 3,250 kWh history in the past six (6) months
-
Homes may only receive the WARM Program once in a five (5) year period
-
Customers who have received the WARM Program previously (more than five (5) years ago) must be found eligible through FirstEnergy
-
Applicants may call the Weatherization Department to check for kWh history and eligibility
-
Customers should be referred to the Pennsylvania Customer Assistance Program (PCAP) for assistance with their electric payments by calling Dollar Energy at 1-888-282-6816
📌Based on WARM guidelines, we may install energy saving home improvements such as attic and wall insulation, caulking/weather stripping, basement ceiling insulation, energy-saving light bulbs, pipe and duct insulation, water heater replacement and energy-saving refrigerators and freezers.
NATIONAL FUEL GAS LOW INCOME USAGE REDUCTION PROGRAM (LIURP)
Residents of Clearfield county residing in National Fuel Gas service territory
Homeowners and Renters
Income guidelines are set using 200% of the Federal Poverty Income Guidelines
Referrals are received from National Fuel Gas
📌 If safety issues or code violations are discovered, make the situation safe and call NFG’s Emergency number 1-800-444-3130
NATIONAL FUEL GAS EMERGENCY REPAIR/REPLACE PROGRAM
NFG customers with an emergency need for repair or replacement of a gas hot water heater or gas heating system
Homeowners only
Must provide Deed to home
Income guidelines are set using 200% of the Federal Poverty Income Guidelines

UGI - CENTRAL PENN GAS LOW INCOME USAGE REDUCTION PROGRAM (LIURP)

Residents of Clearfield and Centre counties residing in UGI Gas service area

UGI prescreens CAP customers (limited to high usage). UGI will refer eligible customers.

Must meet or exceed minimum annual usage rate of 950 ccfs in past twelve (12) months
-
Income guidelines are set using 150% of the Federal Poverty Income Guidelines
-
Homes may only receive the UGI—LIURP once in seven (7) years
