Every year, CPCA helps homes in our communities lower their utility bills while creating safer, healthier, and more comfortable homes through our weatherization services. The Weatherization Assistance Program aims to reduce the energy costs of low income individuals and families – primarily high energy users as well as the elderly and disabled – by making energy efficient improvements to the home. Funding for the program comes from the Federal Government through the Department of Energy (DOE) and the Low Income Home Energy Assistance Program (LIHEAP) Block Grant. Notice: Due to severe funding limitations, no additional names will be added to the waiting list in Centre and Clearfield counties for state weatherization, until the current list becomes more manageable. WARM and WARM PLUS Services – FirstEnergy/Penelec/West Penn Power
WARM and WARM PLUS are free weatherization and energy education programs for Penelec and West Penn Power residential customers in Pennsylvania. The objective of the program is to help customers save energy and money by reducing their energy consumption. This is done by installing energy conservation measures in the home and by educating family members on their use of energy. Penelec and West Penn Power partner with community-based organizations and energy conservation contractors who perform energy-saving home improvements and energy education for customers. There are household income requirements and other program qualifications that must be met to benefit from this service. HOME Investment Partnership Program – Homeowner Rehabilitation
The Homeowner Housing Rehabilitation Program is intended to seize the decline of housing stock in Clearfield Borough, Southern Clearfield County and the City of DuBois caused by deterioration and aging. The program will enable eligible homeowners to receive home improvements and preservation methods that will enhance energy conservation and provide safe and affordable housing. Eligibility requirements include; owning your home, residing in the targeted areas, paid real estate taxes, homeowners insurance, household income not exceeding the low to moderate income set by the Department of Housing and Urban Development Section 8 Income Guidelines for Clearfield County. LEAD Hazard Control Program
When a person has too much lead in the body, lead poisoning occurs. Caused by exposure to lead that is eaten or breathed in the form of dust, lead poisoning harms several organs including the nervous system and kidneys. Young children are at the greatest risk of lead poisoning. Symptoms mimic the flu and lead poisoning can only be detected by a blood test. The HOME Investment Partnership Programs in Clearfield Borough, Southern Clearfield County and the City of DuBois, administered by Central PA Community Action has joined a consortium with the PA Regional Lead Hazard Control Grant (PAR-LHCG) in order to remove lead-based paint hazards from the homes of low-income families also receiving the HOME Program. Applicants must meet one of the following requirements: a child under the age of six living in the house or spending more than 60 hours per year in the home, or a pregnant woman living in the home. Income limits are set using the Department of Housing and Urban Development Section 8 Income Guidelines for low to moderate income. UGI Gas Utilities – Low Income Usage Reduction Program

National Fuel Gas- Low Income Usage Reduction Program
Central PA Community Action, Inc. has been hired by National Fuel to install energy-saving improvements in the homes of National Fuel customers to help reduce their gas bills and arrearages. Results of homes weatherized provide a significant reduction in energy usage and improve health, safety and comfort level.
