Assets For Independence (AFI)

Central PA Community Action continues to offer the Assets for Independence (AFI) Program. This program is offered through a grant from Northwest Savings Bank and a matching grant from the Office of Community Service through the Department of Health & Human Services. AFI is a dollar for dollar matched savings program for income-eligible residents of Centre and Clearfield counties. Savers must choose to save toward Homeownership or Continuing Education. AFI is designed to assist first time home buyers and families with continuing education expenses along with strengthening the family’s savings habits and educating them on budgeting and setting goals. During the course of the program savers must attend at least four basic economic literacy workshops arranged by CPCA staff. Two of these workshops are tailored to the savers identified savings goal. Accounts will be opened January 2013 on a first come first serve basis as funds are available for disbursement. First Time Homebuyer Program – Clearfield County

Assisting Clearfield County residents with reaching their goal of attaining the “American Dream” of homeownership has been an objective of CPCA. Many residents of the county dream of owning their own home, but lack the adequate savings to cover both down payment and closing costs. Through the Homebuyers Assistance Program, Clearfield County residents will be able to apply for loan assistance to be used toward closing costs or down payment. This program is made possible through a grant from the Clearfield County Affordable Housing Trust Fund and donations from Clearfield Bank and Trust Co. and CNB Bank. Applicants must be a resident of Clearfield County and purchasing the home within Clearfield County. Upon application approval, participants must attend a First Time Homeownership Workshop. This no interest loan will be limited to $1,900 per family and will be due on demand if the home mortgage is sold, e-financed or foreclosed. The mortgage must be through a licensed mortgage lender. Home Heating Savings Account Program

Area residents are finding it harder and harder to keep up with the rising expenses of home utilities. To assist area residents with their home heating expenses, Central PA Community Action will be enrolling income eligible persons into the Home Heating Savings Account Program (HHSA). HHSA is open to households under the 200% Federal Poverty Income limits. HHSA is a dollar for dollar match of the saver’s account that will be used to pay heating expenses. The program is designed not only to assist with heating payments, but also to strengthen the family’s savings habits along with educating them on utility reduction. In order to receive the matching funds, savers must open an account at Clearfield Bank and Trust Company or approved financial institution, and maintain a regular savings budget of at least $50.00 per month for 4 months. During the program time an additional $50 may be deposited to give the saver a match of up to $250.00. Also required is attendance to 2 financial workshops on “Budgeting” and “Utility Reduction.” Each class will be offered twice during the duration of the program. Upon completion of the program funds will be sent directly to your home heating supplier. Both fuel oil and natural gas suppliers will be accepted. CPCA is proud to bring this program to the area through a generous financial gift from Clearfield Bank and Trust Company.
